COP-l agreed on a three-stage approach towards adaptation. " UNEP, in collaboration with the IPCC, other scientific institutions and international organizations, is responding to these needs by developing guidelines and methodologies for assessing the impacts of climate change, by developing adaptation strategies, and through testing the guidelines and methodologies under field conditions in country case studies. GEF has recently approved funding for these country studies, and detailed project 43 150 M.

It is important to recognize, however, that development of the Guidelines is an ongoing task and that publication of the Phase I Guidelines does not represent an end point. The UNEP/OECDIIEAJIPCC program is currently engaged in a second phase of activity, due to be completed around mid-1996, the outcome of which will be recommendations for further improvements and additions to the existing Phase I Guidelines. The present Johannesburg workshop can make an important contribution to the Phase II program by providing feedback on the strengths and weaknesses of the IPCC methodology when applied to real situations.

WCASP is implemented through a number of sectoral projects relating to food production, water resource management, energy production and consumption, and human settlements. These projects address issues of development of applications and services techniques in response to user requirements; assistance to members in developing their climate application services; and development of methodologies to assess climate and climate change effects on various socioeconomic activities. WMO assumes the lead responsibility for the WCASP.
