Canada and the United States place the responsibility of compliance upon the institution, as opposed to the British system that places the investigator and the named veterinarian in the position of ultimate responsibility. It is not surprising that British scientists seem somewhat better informed about animal welfare issues than are their American and Canadian counterparts; however, the latter have become increasingly more informed in recent years.
