ATTRIBUTING GUILT At the end of the 1991 Gulf war the United States began to frame the lineaments of the New World Order in general and the New Middle East Order in particular. As always, countries were grata or non grata, sheep or goats. But the categories altered in the light of the new considerations. George Bush and James Baker had been prepared, in the interest of defeating Iraq, to converse with President Assad in Syria and even to agree a new accord with the Iranian ayatollahs.
