He was born on April 13, 1944, in Vicksburg, Mississippi. His father was in the military and the family resettled in Los Angeles, California, when Burnett was still a youth.

Bowser, David Bustill (1820–1900) painter A commercial artist whose bold colors and designs enlivened the signs and banners of 19th-century America, David Bustill Bowser was one of the first successful African-American artists in the United States. He was born on January 16, 1820, in Philadelphia, Pennsylvania. A member of the black middle class, he attended a private school operated by his cousin, Sarah Mapps Douglass.
He went on to teach at many New York schools, including New York University, the Pratt Institute, and the School of Visual Arts. In 1970, he became a professor of art at Columbia University and remained there for 20 years. Among the many awards Blackburn received are the Purchase Award of the Library of Congress, a Creative Artists Program Award, and the first Augusta Savage Memorial Award. In 1992, he was awarded a MacArthur Fellowship for lifetime achievement. ; the Appalachian Gallery in Maryland; and the Asilah Festival in Morocco in Northern Africa.
